As the cover tag line suggests, this is a novel of potential, of possibility. It took our ancestors 13 years to learn the lesson that prohibition in a free society can never work. Today, we have failed to learn the exact same lesson after 50 disastrous years of the so-called war on drugs. Cap offers a hypothesized near future state that recognizes every citizen's freedom of choice and fundamental right to privacy, and provides for safe consumption.
Cap does not suggest the society of Indulgence is the answer, but it is worth considering. When we deny freedom to anyone, we impinge upon freedom for all of us. Please read with an open mind and offer any constructive criticism that comes to mind.
